The South Dakota Game, Fish, and Parks (SDGFP) has applied for a Special Use Permit to construct, operate, and maintain an approximately 15-17 mile non-motorized trail across National Forest System lands managed by the Black Hills National Forest Service. The trail would connect the Mickelson Trail near Hill City, South Dakota to the Mount Rushmore National Memorial. The Forest Service, in coordination with the National Park Service is evaluating the application from the SDGFP.

The Forest Service will prepare an Environmental Impact Statement (EIS) to inform the Forest Service’s decision whether to authorize the Special Use Permit for the Rushmore Connector Trail in compliance with the National Environmental Policy Act (NEPA).

If an action alternative is selected in the EIS process, the Forest Service would issue a Special Use Permit for the trail and, if determined needed during the EIS process, complete an amendment of the Forest Plan. The project will also require approval from the NPS for activities within the Mount Rushmore National Memorial.
